How Will the SWAT Project Work?
The project is divided into five main parts:
- Water Resource Management: Managing water resources effectively.
- Water Service Delivery: Providing water services to farmers.
- Agricultural Subsidies and Investments: Supporting farmers through subsidies and investments.
- Project Coordination & Monitoring Support: Overseeing the project and making sure it’s on track.
- Flood Emergency Response Component: Responding to future flood emergencies.
Who is Involved in the SWAT Project?
The Irrigation and Agriculture Departments are working together to implement the project. The Planning and Development Department is overseeing the project and coordinating different activities.

Required Qualification & Eligibility Criteria for SWAT Project:
Social Safeguard Specialist:
- Required Qualifications: Master’s in Environmental Science/Engineering, Water Resources, Agriculture, Rural Development, or a related field.
- Experience:
- At least 20 years of general experience.
- 10 years in environmental and social impact assessment, monitoring, and mitigation.
- 5 years in the development or public sector, including 3 years in Sindh.
- Skills:
- Strong communication in English and local languages.
- Computer skills and report writing expertise.
- Age Limit: Maximum 55 years.
2. Deputy Director (Planning & Design) (Market-Based, PPS-08)
- Qualifications: Degree in Civil Engineering; Master’s in Irrigation and Hydraulics preferred.
- Experience:
- At least 10 years in designing and planning canal rehabilitation, lining, and hydraulic structures.
- Skills:
- Expertise in hydraulic modeling (1D & 2D) using software like HEC-RAS, HEC-HMS, FLOW-3D.
- Proficiency in project management tools (e.g., Primavera P6).
- Knowledge of construction practices, quality control, and safety rules.
- Strong communication in English and local languages, computer skills, and report writing.

3. Environmental Specialist (Market-Based, PPS-08)
- Qualifications: Master’s in Environmental Engineering/Science.
- Experience:
- At least 15 years in environmental management, preferably in the water sector.
- 5 years on donor-funded projects.
- Skills:
- Knowledge of environmental impact assessments and management plans.
- Familiarity with environmental laws and regulations.
