Apply for the Sindh Government Jobs 2024. The Government of Sindh, with the help of the World Bank, has started a major project called the Sindh Water & Agriculture Transformation (SWAT) Project. This project is worth $320 million and aims to improve water management and agriculture in Sindh province.

• Better water management: To use water more efficiently in farming areas.
• Improved agriculture: To help small farmers, especially those affected by the 2022 floods, increase their crop production.

How Will the SWAT Project Work?

The project is divided into five main parts:

1. Water Resource Management: Managing water resources effectively.
2. Water Service Delivery: Providing water services to farmers.
3. Agricultural Subsidies and Investments: Supporting farmers through subsidies and investments.
4. Project Coordination & Monitoring Support: Overseeing the project and making sure it’s on track.
5. Flood Emergency Response Component: Responding to future flood emergencies.

Who is Involved in the SWAT Project?

The Irrigation and Agriculture Departments are working together to implement the project. The Planning and Development Department is overseeing the project and coordinating different activities.

Hiring for the SWAT Project

The project needs skilled professionals to help manage and execute the Water Service Delivery component. This component is being implemented by the Sindh Irrigation & Drainage Authority (SIDA) with support from Water User Associations (WUAs).

Required Qualification & Eligibility Criteria for SWAT Project:

 Social Safeguard Specialist:

• Required Qualifications: Master’s in Environmental Science/Engineering, Water Resources, Agriculture, Rural Development, or a related field.
• Experience:
  • At least 20 years of general experience.
  • 10 years in environmental and social impact assessment, monitoring, and mitigation.
  • 5 years in the development or public sector, including 3 years in Sindh.
• Skills:
  • Strong communication in English and local languages.
  • Computer skills and report writing expertise.
• Age Limit: Maximum 55 years.

2. Deputy Director (Planning & Design) (Market-Based, PPS-08)

• Qualifications: Degree in Civil Engineering; Master’s in Irrigation and Hydraulics preferred.
• Experience:
  • At least 10 years in designing and planning canal rehabilitation, lining, and hydraulic structures.
• Skills:
  • Expertise in hydraulic modeling (1D & 2D) using software like HEC-RAS, HEC-HMS, FLOW-3D.
  • Proficiency in project management tools (e.g., Primavera P6).
  • Knowledge of construction practices, quality control, and safety rules.
  • Strong communication in English and local languages, computer skills, and report writing.
• Age Limit: Maximum 55 years.

3. Environmental Specialist (Market-Based, PPS-08)

• Qualifications: Master’s in Environmental Engineering/Science.
• Experience:
  • At least 15 years in environmental management, preferably in the water sector.
  • 5 years on donor-funded projects.
• Skills:
  • Knowledge of environmental impact assessments and management plans.
  • Familiarity with environmental laws and regulations.
  • Strong communication in English and local languages, computer skills, and report writing.
• Age Limit: Maximum 45 years.

4. Environmental Inspector (Market-Based, PPS-07)

• Qualifications: BE in Environmental Engineering or BSc in Environmental Science.
• Experience:
  • At least 5 years in environmental management, preferably in the water sector.
• Skills:
  • Knowledge of environmental impact assessments and management plans.
  • Familiarity with environmental laws and regulations.
  • Strong communication in English and local languages, computer skills, and report writing.
• Age Limit: Maximum 45 years.

5. Inspector (Works) (Market-Based, PPS-07)

• Qualifications: BE in Civil Engineering.
• Experience:
  • At least 5 years in supervising construction and rehabilitation of irrigation canals and structures.
• Skills:
  • Knowledge of construction practices, quality control, and safety rules.
  • Ability to interpret engineering drawings and prepare detailed reports.
  • Proficiency in MS Office, AutoCAD, and MS Project.
  • Strong communication in English and local languages, computer skills, and report writing.
• Age Limit: Maximum 40 years.

 Resettlement Specialist (PPS-08)

• Positions: 1 (Market-Based)
• Qualifications: Master’s in Social Sciences/Rural Development; Law degree preferred.
• Experience:
  • At least 10 years in the related field.
  • 5 years working experience in Sindh.
• Skills:
  • Familiarity with resettlement regulations and donor-funded project frameworks.
  • Proficiency in English, local languages, computer use, and report writing.
• Age Limit: Maximum 55 years.

2. Assistant Director Engineering (PPS-07)

• Positions: 1 (Market-Based)
• Qualifications: BE in Civil Engineering.
• Experience:
  • At least 5 years supervising construction and rehabilitation of irrigation canals and structures.
• Skills:
  • Knowledge of construction practices, quality control, and safety regulations.
  • Proficiency in interpreting engineering drawings and specifications.
  • Proficiency in MS Office, AutoCAD, and MS Project.
  • Strong communication in English, local languages, and report writing.
• Age Limit: Maximum 40 years.

3. Irrigation Specialist (PPS-09)

• Positions: 1 (Market-Based)
• Qualifications: Master’s in Civil Engineering, Irrigation & Hydraulics, or Integrated Water Resource Management.
• Experience:
  • At least 15 years in project management, policy-making, and water laws.
  • Experience with foreign-funded projects and in Sindh province preferred.
• Skills:
  • Knowledge of project management tools.
  • Understanding of construction practices, quality control, and safety regulations.
  • Strong communication in English, local languages, computer skills, and report writing.
• Age Limit: Maximum 55 years.

4. Program Officer (Irrigation & Drainage) (PPS-07)

• Positions: 1 (Market-Based)
• Qualifications: Master’s in Rural Development, Social Sciences, or equivalent.
• Experience: At least 5 years in a development sector program coordination role.
• Skills:
  • Proficiency in English, local languages, computer use, and report writing.
• Age Limit: Maximum 40 years.

5. Accounts Assistant (PPS-06)

• Positions: 1 (Market-Based)
• Qualifications: B.Com or BBA.
• Experience: At least 13 years in the relevant field.
• Age Limit: Maximum 35 years.

6. Digitizer/Technicians (PPS-05)

• Positions: 3 (Market-Based)
• Qualifications: Diploma in IT or GIS.
• Experience: At least 3 years in the relevant field.
• Skills: Knowledge of document screening and relevant software.

7. Assistant (PPS-06)
